Sugar Commissioner reports: formats and due dates
No single national format covers Sugar Commissioner reports, because each state sets its forms and dates through its own orders and circulars. The fixed central reference is clause 9(aa) of the Sugarcane (Control) Order, 1966, which allows a direction to file a cane arrears statement within seven days of each fortnight's close.
Where the duty to report comes from
Two layers apply. The central layer is the Sugarcane (Control) Order, 1966. Clause 9 lets the Centre or its authorised officer call for information, returns and reports. That covers recovery, season length, cost of manufacture, stocks and sale prices.
The state layer sits on top. In Maharashtra, the Commissionerate cites clause 9 of the 1966 order and clause 13 of the Maharashtra Sugar Factories (Reservation of Areas and Regulation of Crushing and Sugar Supply) Order, 1984. Under these, mills must file what the Commissioner or subordinate officers ask for, and must attend meetings.
Two recent changes need care. The Sugar (Control) Order, 2025 superseded the Sugar (Control) Order, 1966 and the Sugar Price (Control) Order, 2018. It did not supersede the separate Sugarcane (Control) Order, 1966. A draft Sugarcane (Control) Order, 2026 was issued in April 2026 and reported withdrawn at the end of May, so check the gazette before you cite clause numbers.
The main reports and their dates
This table uses Maharashtra's 2025-26 crushing licence circular as the working example, because it is public. Ask your office whether the 2026-27 circular changed any item.
| Report | Goes to | How often | Due |
|---|---|---|---|
| Daily crushing report | Commissionerate online system | Every crushing day, holidays included | As set by the Commissionerate |
| Cane bill payment report | Commissionerate and regional joint director | Fortnightly | Circular says regularly. Confirm the date. |
| Cane price arrears statement, clause 9(aa) | Centre or its authorised officer | Fortnightly | Within seven days of fortnight close, when so directed |
| Crushing licence application | Online licence portal | Each season | 30 September 2025 for 2025-26 |
| Revenue sharing formula data | Commissionerate | With the licence process | Within the set period |
| RT 7(C) MAHA, diversion of sugar | Commissionerate system | As the system requires | Confirm with the regional office |
| Information called for | Commissioner or subordinate officer | On demand | Date in the letter |
What the central arrears format asks for
The Third Schedule to the 1966 order is the one format fixed in the published text. It is signed by the producer or an authorised signatory.
- Header: producer name, plant short name, plant code, season and fortnight ending date.
- Columns: for the fortnight and to date, split between gate or own estate and outstation.
- Cane purchased, in quintals, by sugar rich and other varieties.
- Rate paid, at the gate and at purchase centres.
- Cane price due, in Rs lakh, and interest due at 15% on delay beyond 14 days.
- Cane price paid, and interest paid.
- Arrears, and interest arrears.
- Reasons for delay.
- Arrears for the previous season and for earlier seasons.
Why accuracy matters
These figures feed public reporting. Maharashtra's Statistics Branch compiles a fortnightly report of cane dues and arrears, and the Commissionerate posts it on its FRP page, dated the 15th and the month end.
The figures also carry legal weight. Under clause 3(8) of the 1966 order, a recovery certificate can go to the Collector where a producer has defaulted in furnishing clause 9 information or in paying cane price within 14 days. The Collector then recovers the amount as arrears of land revenue.
How other states differ
Uttar Pradesh runs cane supply under the U.P. Sugarcane (Regulation of Supply and Purchase) Act, 1953, with a Cane Commissioner. Karnataka has its own 2013 Act, and press reports cite the Commissioner for Cane Development and Director of Sugar on mill dues. We could not find current public report formats or due dates for these states.
Do not copy Maharashtra's list into another state. Ask your office for the current format and date in writing, and keep the reply on file.
Keep the P-II separate in your calendar. It goes to the central Directorate of Sugar and has its own dates.
A routine that holds up
- List every report your office expects, with its format, date and legal basis.
- Name an owner and a deputy for each report.
- Take cane quantities from weighbridge records and payments from the bank statement.
- Agree the fortnight's cane due and paid with the ledger before filing.
- Have the chief accountant review payment reports.
- Keep a copy of each filing with its submission proof.
- Log every letter calling for information, with the reply date.
- Review the list at the start of each season.
Keeping the calendar
SugarOS, a sugar mill ERP, includes a filing calendar with reminders and a monthly Sugar Commissioner report. Check any layout against your office's current format.
This is general information. Confirm formats, dates and clause references with your regional joint director, cane office, accountant or legal adviser.
Frequently asked questions
Is there one Sugar Commissioner report format for India?
No. Each state issues its own forms and dates. The Third Schedule to the Sugarcane (Control) Order, 1966 is a central format for cane price arrears.
Does a Maharashtra mill file the daily crushing report on holidays?
Yes. The 2025-26 circular says the daily report must be entered online on holidays too, by a named person.
Did the Sugar (Control) Order, 2025 replace the cane reporting rules?
It superseded the 1966 Sugar (Control) Order and the 2018 price order. The separate Sugarcane (Control) Order, 1966 was still being cited by Maharashtra in 2025, and a draft replacement was reported withdrawn in May 2026.
Is the P-II a Sugar Commissioner report?
No. It is filed with the central Department of Food and Public Distribution. State offices may still ask for related data, and Maharashtra requires mills to register on NSWS.
Where can I get the current format?
Ask your regional joint director or state cane office. Public websites do not always carry the current forms, so request the format in writing.
