Digitising farmer registration and cane supply planning

Digitising farmer registration means keeping one verified record for each grower, linked to plots, agreements, supply and payment. Cane supply planning then runs on that record, so survey area, tonnage estimates, indents and crushing targets all use the same data.

Why this work matters

The cane ledger is only as good as the farmer master behind it. A wrong bank account delays a payment that has a 14-day limit. A duplicate grower distorts the area figures. An old survey leads to the wrong indent.

States are also moving this way. Maharashtra's Sugar Commissionerate runs the Maha Us Nondani portal. A May 2024 circular required factories to enter cane availability data, and those who failed would not get a 2024-25 crushing licence. A growers' app was launched in 2022 after complaints that factories were not registering cane. In Uttar Pradesh, the Smart Sugarcane Farmer ERP portal was reported in 2025 as active in all mills, with online area details, survey data, slips and the slip calendar. Check what your state requires this season, since these rules change.

The legal frame

Clause 6 of the Sugarcane (Control) Order lets government reserve an area for a factory, fix the quantity to be supplied and direct the parties to sign an agreement. Karnataka's 2013 Act, as enacted, requires a factory to sign agreements with growers in a reserved area, and section 7 was later amended. The Uttar Pradesh 1954 Order requires requisition slips and identification cards, with daily records of slips issued and returned, and it bars transfer of slips. It also says purchases must be spread fairly across the season, with regard to variety and maturity. Your digital records should map to whichever of these apply.

From registration to supply plan

The planning sum is simple. Mill capacity multiplied by planned days gives the cane needed. For illustration, 5,000 TCD over 150 days needs 7,50,000 tonnes. Surveyed area multiplied by expected yield gives the cane available. The gap between the two shapes the season's plan.

Daily planning then works back from the crushing target. Cane staff turn the target into indents by village and harvester, and sequence plots by maturity and planting date. Receipts are compared with the plan every day, so a shortfall or yard overflow shows up early.

Satellite data can test the survey. ISMA bought high-resolution imagery in early 2026 to assess harvested area and balance cane. Maharashtra's remote sensing centre has worked on forecasts at mill command level. Use imagery as a cross-check on field data, and let survey supervisors settle the differences.

Protect farmer data

Farmer records are personal data. The DPDP Rules were notified in November 2025, with the main duties due about 18 months later, in May 2027. Plan notices, consent, security and breach handling now. Take advice on how they apply to your mill.

Treat Aadhaar with extra care. Collect it only where you have a clear basis, and show masked numbers. UIDAI's Aadhaar Data Vault rules apply to entities using Aadhaar authentication, and Circular 14 of 2025 updated them. Ask counsel what applies to your mill.

A sensible rollout order

Field work needs to run offline in poor coverage areas, and data should sync when the device reconnects. SugarOS covers this chain, with the farmer master, GPS survey, bonding, indents and gate records in one system. This is general information, so confirm your state's current rules.

  • Clean the farmer master first and remove duplicates by mobile, bank account and Aadhaar hash.
  • Verify bank accounts before the season.
  • Fix the division, circle and village hierarchy.
  • Survey plots with supervisor approval before agreements.
  • Run the digital slip alongside the paper slip for a short trial.
  • Define a paper fallback for days when the network fails.
  • Train village supervisors in their own language.
  • Assign one owner for changes to master data, with an audit trail.

Frequently asked questions

Should a mill run its own system if the state has a portal?

Often both are needed. The state portal meets the regulator's needs, while the mill still needs its own records for planning, billing and audit. Check whether your state requires direct entry or a data feed.

What should be digitised first?

Start with the farmer master and bank details, since they feed payment. Then move to plots, agreements and indents.

Can a mill store Aadhaar numbers?

Rules are strict, and they depend on how the mill uses Aadhaar. UIDAI has issued Aadhaar Data Vault guidance. Take legal advice before storing numbers.

How accurate is satellite cane estimation?

We did not find a verified accuracy figure to quote for mill-level use. Treat imagery as a check on surveyed area and yield, and test it against your own crop-cut data.
