How to compare the rows
Check three things before you compare two rows.
- Unit. One quintal is 100 kg, so Rs 365 per quintal equals Rs 3,650 per tonne.
- Season. The 2025-26 FRP was Rs 355 per quintal at 10.25%, with a Rs 329.05 floor. Compare 2025-26 rows with that figure.
- Basis. FRP moves with recovery. USDA notes that SAP in Uttar Pradesh, Uttarakhand, Haryana and Punjab is not linked to recovery.
- H&T. Check whether a price includes H&T. A price before H&T and a price after H&T are not comparable.

FRP and state price in law
The FRP is the central minimum under clause 3 of the Sugarcane (Control) Order, 1966. In West UP Sugar Mills Association (2020), the Supreme Court held that a state may fix a price higher than the central price, and that the two can operate together. A lower state price would conflict with the central one. Clause 3(2) bars buying below the central price.

Frequently asked questions
What is the difference between FRP and SAP?
FRP is the central price, linked to recovery. SAP is a price set by a state. Uttar Pradesh, Uttarakhand, Haryana and Punjab use SAP, according to USDA.
Why does Uttar Pradesh still show 2025-26?
We found no 2026-27 SAP on 1 November 2026. ChiniMandi reported no revision after the cabinet meeting of 9 October 2026. Check for a later announcement.
Does Haryana's Rs 430 apply to all varieties?
The reports we read give one rate and no variety split. In 2025-26 Haryana had early and late rates, so read the notification.
Why does Tamil Nadu quote Rs 4,000 at 9.5% recovery?
That is the 2025-26 floor FRP of Rs 3,290.50 per tonne plus the state incentive of Rs 709.50. The Hans India reports that higher recovery earns proportionately more.
Why are some states missing?
We list a state only where we could verify a price and source. A missing state means we could not verify one, and it says nothing about whether a price exists.
