Sugar ERP for Uttar Pradesh mills: SAP and cane societies

A sugar ERP for Uttar Pradesh mills must price cane at the State Advised Price by variety and carry cane societies through the purchase, from requisition slip and parcha to payment and commission. It must also track reservation and drawl, and produce the returns the Cane Commissioner and Collector ask for.

Why Uttar Pradesh needs its own check

A sugar ERP for Uttar Pradesh mills meets a structure that few other states share. The state fixes a price by variety. The Cane Commissioner reserves cane areas. Cane-growers' cooperative societies sit between the grower and the mill on slips, records and money.

The state's minister counted 122 operational mills in October 2025. UNI reported in September 2026 on 2025-26 payments by 23 cooperative mills and three State Sugar Corporation mills. Private mills make up the large majority.

SAP by variety

FRP depends on a mill's recovery, while UP's SAP depends on the cane variety. The Supreme Court held in 2020 that a state may fix a price above the central price.

Setting the bill rate

Your variety master decides the rate, so a wrong code at survey becomes a wrong bill. Check the rate at the gate against the plot's approved variety. Compare SAP with your own FRP each season as well. FRP for 2026-27 reaches Rs 400.60 at 11.25% recovery, and the central price prevails where a state price falls below it. If the SAP arrives after crushing starts, the system needs unpriced bills that fill in once the rate is approved.

The cane society structure

The 1953 Act and its 1954 Rules and Order give societies a working role in each purchase.

  • Requisition slips: a society issues slips to its members under clause 5(2) of the 1954 Order and keeps the records.
  • Purchasing centres: Rule 38-A requires a weighment clerk from the factory and a society clerk from the society.
  • Parcha: Rule 96 calls for four copies with weights, rate and price, and Rule 97 sends one to the society.
  • Payment: Rule 45 allows payment to the grower, an authorised representative or the society.
  • Deductions: Rule 47 bars deductions except society dues, and Rule 48 allows cultivation loans with prior permission.
  • Councils: section 5 sets up a Cane Development Council for a reserved area, with seven society representatives and two from the factory.

Society commission

The factory also pays commission. Rule 49 in the copy we read sets 3% of the minimum statutory price, split 75% to the society and 25% to the Council. Uttam Sugar's annual report gives Rs 5.50 per quintal for 2024-25 in UP and Uttarakhand. The two figures do not match, so take the current rate from the Cane Commissioner. Hold it as a dated rule, split by society and Council, and show commission due and paid by centre.

Reservation, estimates and drawl

The Cane Commissioner publishes estimates under section 12 and reserves or assigns areas under section 15. Rule 22 lets the Commissioner weigh distance, past supply, payment arrangements and other factors. The occupier must also estimate cane for each grower in the Growers' Register by 31 October under the 1954 Order, unless a later date is fixed.

A judgment of 7 September 2026 shows the stakes. Yadu Sugar's estimate for 2025-30 was 100.80 lakh quintals, and it was allocated about half. The State pointed to a drawl of 17.88%. The Allahabad High Court ordered allocation in line with the estimate and a calendar giving 180 days of supply. The Commissioner's policy of 2 September 2025 expects at least 60% drawl.

So track estimate, allotment, calendar, purchase and drawl by village and centre, along with hours lost to cane shortage. Those records could decide your next reservation.

Returns and state portals

The state's Smart Sugarcane Farmer ERP portal was reported in 2025 as active in all mills, with online slips, supply details and payment status. The same grower's data then sits in two places, so plan a daily match of the portal with your own records.

Interest needs care. Section 17(3) of the 1953 Act has its own wording with a 12% figure, while the Allahabad High Court's order of 16 July 2026 calls 14 days and 15% undisputed. Take advice before you set this rule.

Frequently asked questions

What is the SAP in Uttar Pradesh for 2026-27?

We found no 2026-27 announcement as of 1 November 2026. The latest verified rates are Rs 400 for early and Rs 390 for common varieties in 2025-26.

What is drawl?

Drawl is the share of allotted cane a mill actually receives and crushes. The Cane Commissioner's September 2025 policy, as quoted by the Allahabad High Court, expects at least 60%.

Does a UP mill pay growers directly or through the society?

Rule 45 allows payment to the grower, an authorised representative or the society. Check what your agreements and the current orders require, and let the system support each route.

What is a parcha?

It is the purchase record for a load under Rule 96 of the 1954 Rules. It shows seller, slip number, weights, rate and price, and it is made in four copies.

Does the state portal replace a mill ERP?

The portal gives growers slips, supply details and payment status. A mill still needs its own records for weighment, billing, accounts and returns.
