Sugar ERP for Karnataka mills: weighment, price orders and H&T
A sugar ERP for Karnataka mills must follow the weighment rules in section 8 of the 2013 Act and pay within 14 days at a price rounded to the nearest rupee. It must also hold state price orders separately from FRP and H&T, because the amounts and who pays them have changed by season.
Why Karnataka needs its own check
A sugar ERP for Karnataka mills will be judged on weighing, recovery and price. All three are under public scrutiny. The Chief Minister's letter of 19 October 2026 to the Prime Minister counts 81 operational mills and says average recovery reached 11.09% in 2025-26. As of 1 November 2026, growers in the north were demanding Rs 5,500 a tonne for 2026-27, against an FRP of Rs 3,650.
The law is the Karnataka Sugarcane (Regulation of Purchase and Supply) Act, 2013. The regulator is the Commissioner for Cane Development and Director of Sugar. Rule details sit in the Act itself, so a vendor can show each one on screen.
What the 2013 Act asks of your system
Section 8(2) treats a weighbridge within one per cent of correct weight as not incorrect where it cannot be adjusted closer. Treat that as a limit on the machine. It gives no licence to adjust a farmer's weight.
| Section | Rule | What to test |
|---|---|---|
| 7(2) | Agreement with the grower under clause 6 of the Sugarcane (Control) Order | Agreement record by season and reserved area |
| 8(1) | Metric weights, recorded to the nearest 1/20th of a quintal | Rounding of net weight |
| 8(4) | Binding deduction capped at the central allowance | Rate held as a dated rule |
| 8(5) | No weighment over half an hour after sunset without adequate lighting | Time of each weighment on record |
| 8(6) | Arrival and departure times entered in the farmer's pass book | Times on the slip or pass book output |
| 8(8) | Growers' representatives may watch and examine weight records | A read-only view or printout |
| 8(10) | Weighbridges tested in the presence of the Commissioner's nominee, with records kept | Test log by weighbridge |
| 8(11) | Excess cane up to 10% of the requisition slip must be accepted | Permit limit set at 10% |
| 9(1), 9(2) | Payment within 14 days, on recorded weight, to the nearest rupee | Due date and rounding on each bill |
| 9(3) | Interest on late payment as in the central Order | 15% delay interest under clause 3(3A) |
State price orders and FRP
Section 4(f) of the Act lets the Sugarcane Control Board decide cane price on a revenue-sharing basis, using actual revenue from sugar, bagasse, molasses and press mud. The Act gives no percentage, and we found no published formula.
In practice, recent prices have come through state orders. For 2025-26, the Chief Minister announced Rs 3,300 a tonne at 11.25% recovery on 7 November 2025, with Rs 3,250 from mills and Rs 50 from the state, as Deccan Herald reported. An order of 8 November followed. Mills challenged it, and the High Court refused a stay in December 2025 and allowed them to approach the Board. We found no final ruling.
We found no state price for 2026-27 as of 1 November 2026. The Centre has set up a committee under Prof. Ramesh Chand to examine growers' demands.
For your ERP, this calls for separate lines. Keep FRP, any state addition, the state's own share and H&T apart on each bill, with an effective date on each. Reports on the 2025-26 order differ on whether amounts include H&T, so read the order itself.
H&T differs inside the state
A Bagalkot mill owner told The South First in October 2026 that mills in north Karnataka usually arrange harvest and transport themselves, while farmers bear it in parts of the south. Growers quoted different recovery figures by region in the same report, with parts of the north above 11% and the south lower. A group with plants in both regions needs H&T treatment and season recovery set by plant.
Weighbridge and lab scrutiny
The Chief Minister's letter sets out what the state has done. Expect these points in any review.
- A Government Order of 27 November 2023 led Legal Metrology to issue a procedure against weighbridge irregularities, and all mills were told to comply.
- All 81 operational mills have moved from analogue to digital load cells.
- District teams were to inspect recovery and cane weight at every mill at least twice a month in 2025-26.
- Mills must get NABL accreditation for recovery-testing labs.
Weighing disputes
In October 2026, Union Minister Pralhad Joshi asked the state to review alleged weighing irregularities and to inspect weighbridges regularly. Separately, Vijayapura police alleged in 2026 that staff at a cooperative factory made fake weighment records over six seasons. Good records are your first defence. Store the raw reading, device, time and operator for each load, and keep both versions of any correction.
Cooperative mills
A December 2024 report said 13 of Karnataka's 30 cooperative factories were working, and that the minister planned low-interest loans in place of leasing. If you run or lease one, check whether share records and old balances move with the mill.

How SugarOS fits
SugarOS is a sugar mill ERP covering survey to ledger, plus distillery, cogeneration, HR, payroll, fleet, assets, documents and shareholders. Weights come from the weighbridge and cannot be typed, and each weighment keeps its raw reading, device and time. Lab results need a second approver. Mills enter FRP, SAP and other rates as dated, approved rules. It has no per-user licence fees. Test it against section 8 with your own weighbridge data.
